Slightly warped Shield with USA and flowers, plus Banner

This is another of those odd designs that is a twist on standard imagery, in this case, a Shield with USA iconology, plus flowers and banner. Cut sometime in the 1950s, carries the NKC "bug" as a signature for Norman Kieth Collins and the filing number and letter.
